World Trade Center Attacks September 11, 2001 In response to the terrorist attacks on the World Trade Center FEMA provided $7.4 billion in public assistance- related funding. FEMA changed traditional approach: • No state or local matching funds were required • Capping funding amount resulted in different approaches to selecting and closing out work. • Nontraditional work was funded (i.e. improvements to the transportation infrastructure in lower manhattan) Homeland Security Act November 25, 2002 The Homeland Security Act was introduced in the afermath of the September 11 attacks and subsequent mailings of anthrax spores. It was signed into law by president George W. Bush and created the US Department of Homeland Security (DHS).
